Overview

NaphCare is hiring a PRN Forensic Psychiatric Examiner (PSYCHIATRIST)* to conduct court-ordered Competency to Stand Trial (CST) evaluations of incompetent adult defendants in the Jail Based Competency Treatment (JBCT) program at the Washoe County Detention Facility in Reno, NV.

 

These evaluations can be conducted remotely or in-person with the full administrative support of the JBCT staff (i.e., scheduling, telehealth needs, record gathering and access to records, report submission). Scheduling is flexible, based on Examiner and Facility schedules. Compensation is a flat fee per evaluation. Evaluations occur every 6 months or before then, if a final opinion is reached sooner.

 

The Certified Forensic Psychiatric Examiner will provide a second opinion evaluation of CST for those individuals who have been found Incompetent to Stand Trial (IST), remanded to state restoration, and deemed appropriate to receive those services in the JBCT (on average, approximately 15 individuals).

 

The THRIVE JBCT program operates a 30-bed adult restoration and evaluation unit. Although the Forensic Psychiatric Examiner is not a treating member of the JBCT restoration team – serving an “evaluator only” role – the Examiner will consult with the JBCT multidisciplinary team to provide insights and updates on patients’ barriers to CST that are used to inform the team’s restoration treatment plan.

 

Testimony will also be required, as requested by the Washoe County Competency Court, and may be provided remotely or in person. Testimony is billable at a flat hourly rate for preparation and court time.

 

The ideal candidate has experience evaluating Competency to Stand Trial (CST), testifying, working with serious mental illness and/or in a correctional setting, and in working within a multidisciplinary team.

 

The Examiner will be employed by NaphCare, Inc. and conduct these evaluations according to NV statutory requirements under the auspices of the NV-DHHS Division of Public and Behavioral Health.

Responsibilities

Position Description:

  • Review collateral information obtained and provided to the Examiner by NaphCare (i.e., pre-commitment CST evaluations; jail records; legal records; referral information from the Court)
  • Pursuant to court order, conduct CST evaluations every 6-months or sooner, as warranted
  • Serve as a consultant member of the multidisciplinary restoration treatment team to inform the status of the patients’ barriers to CST, prognosis/restorability, and readiness for evaluation
  • Testify in the Washoe County Competency Court as requested on completed CST evaluations
  • Maintain an “evaluator only” role in the JBCT multidisciplinary treatment team model
  • Participate in educational and training activities related to restoration services and security

Qualifications

Position Requirements/Preferred Experience:

  • Board Certified Forensic Psychiatrist (or in the process) highly preferred
  • Active, unrestricted license to practice psychiatry in the state of Nevada required
  • Certification (or Certification eligible) by the NV-DHHS DPBH as a Forensic Examiner (NaphCare, Inc. will facilitate and fund this 2-day course for certification if not already certified)
  • Must have knowledge and experience in forensic psychiatric assessment and report writing, specifically Competency to Stand Trial (CST) evaluations (outpatient, inpatient, or both)
  • Must have knowledge and experience in mental health/ substance use disorders
  • Must have knowledge of forensic psychiatric specialty guidelines and ethics codes
  • Knowledge of evidenced-based and/or empirically informed treatments for serious mental illness and major mental disorders (e.g., neurodevelopmental disorders)
  • Experience working with adults living with serious mental illness and/or in a correctional or adult inpatient mental health environment is preferred but not required
  • Integrity, professionalism and ability to adhere to a Code of Conduct and comply with all facility(s) correctional healthcare policies, procedures, and legal requirements
  • Must pass the facility’s criminal background check and drug screening
