Overview

NaphCare is hiring a Chief Medical Officer - State Government to join our team of Executives, based out of our Corporate Headquarters in Birmingham, AL.

 

The Chief Medical Officer for State Government role provides clinical leadership and oversight to ensure consistent, high-quality healthcare across all NaphCare prisons by leading, directing, managing, and evaluating medical services to ensure that contractual obligations and client expectations are met. The position is responsible for guiding and supporting medical providers, maintaining compliance with standards including NCCHC/ACA requirements, and contributing to operational and clinical excellence throughout the organization.

Responsibilities

Under the direction of NaphCare’s CEO, the Chief Medical Officer - State Government provides clinical management and oversight of NaphCare’s prisons and facility-site Medical Directors and Medical Doctors. Responsibilities may include and not be limited to:

  • Clinical Leadership and Provider Management - Provide management and oversight of Corporate and Site Medical Directors and Medical Doctors. Support providers through clear goal-setting, coaching, and regular feedback. Participate in annual performance evaluations to assess performance and promote continued professional growth.
  • Oversight of Mid-Level Providers - Ensure that Mid-Level Providers have required collaborative agreements in place and that annual clinical peer reviews are completed in accordance with policy and NCCHC standards.
  • Quality of Care -
    Monitor and evaluate the quality and appropriateness of medical care provided at NaphCare facilities to ensure consistent, patient-centered service delivery.
  • Accountability and Compliance
    Ensure accountability among providers in areas such as productivity, clinical quality, documentation, and compliance with professional standards and company policies.
  • Clinical Policy and Expansion Support
    Provide clinical oversight and participate in policy development to support NaphCare’s expansion into new healthcare service areas.
  • Utilization Management
    Oversee the Utilization Management process at the corporate level, ensuring appropriate and efficient use of healthcare resources. Review and approve non-emergent referrals, responding promptly for monitoring and pre-approval of all non-emergent referrals to outside health care facilities for appropriateness, quality, and continuity of care. Respond in a timely and appropriate fashion to Corporate UM requests for clarifications and/or alternative plans regarding off-site and/or specialty care requests.
  • Protocol and Policy Review
    Annually review and approve all clinical protocols, policies, and procedures to ensure compliance with current standards and best practices.
  • Chronic Care Oversight
    Ensure the effective implementation and supervision of chronic care clinics in all facilities, following established clinical guidelines for ongoing patient management.
  • Recruitment Support
    Assist in recruiting site providers as assigned, applying consistent and effective evaluation methods to identify candidates well-suited to correctional healthcare environments.
  • Reporting and Documentation
    Complete assigned reports accurately and on time. Ensure direct reports meet reporting requirements and maintain accountability for the accuracy and timeliness of all submitted information.
  • Technology Collaboration
    Collaborate with internal teams to support continued improvement of NaphCare’s electronic health record system, TechCare™, ensuring providers are trained and compliant with its use.
  • Standards Compliance
    Oversee clinical operations to maintain compliance with NCCHC and other applicable standards.
  • Business Support
    Contribute to business development and client retention efforts through clinical input and operational support.
  • Legal Support
    Assist in the defense of legal claims as needed, including providing deposition or trial testimony when requested.

Qualifications

Experience / Requirements / Qualifications

 

Must hold a current and unrestricted license as a physician in the state of employment and those states as assigned by Employer, as well as current DEA registration, and valid CPR certification. Current Board certification, preferred. Board eligible required. A minimum of 5 years' experience in primary care preferred with significant experience providing health care in a local jail setting required. Must possess strong written communication and verbal skills and have strong computer skills.

 

Must be based in NaphCare’s corporate headquarters in Birmingham, Alabama.
