Jail Based Competency Treatment (JBCT) program at the San Diego Central Jail in San Diego, CA.

 

*This is not a remote position*

The Jail-Based Competency Treatment (JBCT) program is a long-established, successful California Department of State Hospitals (DSH) satellite program that operates as a 30-bed adult male unit at the San Diego Central Jail.

Our patients receive court-ordered psychiatric and mental health services aimed at restoring their competency to stand trial so that they may proceed with pending criminal charges in the court system and move forward in their lives in a healthier place. They also receive specialized forensic evaluation services to inform the team and courts.

Responsibilities

The JBCT Program Director oversees the clinical and administrative program operations onsite at the San Diego County Jail. The Director leads a team of multidisciplinary staff all of whom work closely alongside correctional officers. Together, the team identifies patients’ unique clinical barriers, individualizes treatment, and assesses for progress toward the ultimate goal of restoration to competency.

The Director is responsible for training and quality assurance of clinical and forensic services, and works closely with corporate forensic mental health programs leadership to ensure successful program outcomes. The Director is responsible for fostering an accountable, solution-focused, innovative, and collaborative “One NaphCare” approach.

The Director also oversees JBCT’s coordinated services onsite (i.e., with frontline custody, adjacent medical and mental health care services in the jail, and other DSH programs) and is the liaison for program stakeholders (i.e., the courts, DSH, and San Diego Sherriff’s Office).

Duties include overseeing daily clinical and forensic operations, crisis management, quality assurance, personnel management, staff training, admissions and discharge management, court communications, coordination of care, data management, incident reporting, policy and procedure development, clinical supervision (as indicated), and team-building.

Qualifications

Experience / Requirements / Qualifications 

 

  • Doctoral degree in Psychology (Clinical PhD; or PsyD), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT)
  • Active, unrestricted license (or licensed eligible within hiring timeframe) in California
  • Must have experience working with adults living with serious mental illness (SMI)
  • Must have knowledge of, and experience with, evidenced-based and/or empirically informed treatments for serious mental illness (SMI) and major mental disorders
  • Must have experience working in a correctional, secure, or inpatient mental health environment
  • Must have management or leadership experience in a behavioral healthcare setting

 

  • Behavioral healthcare program development, evaluation, and/or implementation is highly preferred
  • Education, experience, or training in forensic clinical work/psychology, specifically in the area of Competency to Stand Trial and competency restoration or related forensic area, is highly preferred
  • Experience or training in a legal or legal adjacent field or context is highly preferred

 

WORKING CONDITIONS, MENTAL AND PHYSICAL DEMANDS

  • Ability to work and sit in front of a computer approximately 8 hours per day
  • Light physical work involving lifting bending and carrying up to twenty-five (25) pounds.
  • Talking and listening to communicate effectively with team members.
  • Visual acuity to perform an activity such as preparing data/information and viewing a computer
  • Ability to work independently in a high-pressure, fast-paced environment
  • Ability to efficiently and effectively manage competing demands
  • Ability and willingness to work in a jail setting
